Deuteronomy 20:10–17
The Rules of Holy War
God lays out two rules of war. For distant cities: offer peace, enslave if accepted, kill all men if refused, take women/children/livestock as plunder. For Canaanite cities — the ones God is giving Israel — a different rule: show them no mercy. Kill everything that breathes. "Otherwise, they will teach you to follow all the detestable things they do in worshiping their gods."

When you go out to battle against your enemies, and see horses, chariots, and a people more than you, you shall not be afraid of them; for Yahweh your God is with you, who brought you up out of the land of Egypt.
